California is a special case as they used water that belonged to their neighbors and really ran short when adjoining states and Mexico started calling in their share of the water.&lt;br /&gt;&lt;br /&gt;I farmed in  30 inch rainfall areas of southwestern Oklahoma and north Texas. My wife has irrigated land 30 miles east of the line in southwest Texas that splits dry land farming from dryer grass land to the west of the line. We put drip irrigation on most of it a few years ago.&lt;br /&gt;&lt;br /&gt;I have been dealing with druoght since 1957. Wars will be fought tenaciously to obtain water.  It is a vital liquid for life.&lt;BR/&gt;&lt;BR/&gt;There is sufficient evidence that drought are longer and drier in many places of the planet.&lt;BR/&gt;&lt;BR/&gt;I'm afraid the problem right now is critical and it will only get worse.
